In all cases where a shroff receives money from another shroff,

he should render a formal receipt.

Not more than one key of any safe in which cash is kept should

be in the possession of the department, and that key should be held

by a District Officer.

Payments into the bank from the Head Office in Kowloon should be

made daily. The possibilities of arranging with the Kowloon-Canton

Railway for the safe dispatch of money by train from Taipo to

Kowloon daily should be examined.

The accounts of the department should be placed in charge of

the Executive Grade officer in the District Office, and it should be

the special responsibility of this officer to make all necessary

arrangements for the safe conveyance of large sums of money to and

from the three District Offices.

The department should have its own banking account in Kowloon.
